Summary:
No monthly fees, low rates, reliable and good quality phone connections. We used to reccomend this plan and company. Now that the company changed to AmericanFone the plan is not offered anymore which is truly sad.

Customer Service:
We never had to call the customer service phone number. The sign-up process on the web worked fine and no complaints or inquiries occurred so far.

Phone Line Availability:
With the experience from WorldxChange we were expecting some problems. However, to my surprise phone lines where always available and the quality of the connection was also pretty good.

Billing:
The billing is only available on their web and lists the current unbilled calls and the last three billing periods. Notifications are sent via e-mail announcing the charge that occurred on your credit card. The web site has always been available although sometimes you may need to refresh the page if it hasn't loaded successfully. The billing information is protected via SSL. Unfortunately the password is visible in the URL line. While this protects your password on the net, a person standing behind you can easily see your password. Unless you are checking your phone statements in public places this shouldn't be a problem.

The Bill is nicely organized and every phone call is listed in detail. No hidden charges or monthly fees are applied.

Addendum:

June 18, 2003:
We still are pleased with the service of PEC and use it for both domestic and international long distance calls. Meanwhile PEC added a calling card service for both domestic and international usage. We've used it a couple times for domestic calls without any issues.

October 4, 2004:
A potential security issue is that the billing statement sent via e-mail contained a link that included the ID and password of the account. Also in the past we are now mainly using the dial-around service of OneSuite due to cheaper rates.

March 6, 2008:
Believe it or not, we still have this service on our main line although we primarily using the dial-around service by LD Post. PEC has morphed into AmericanPhone and our account has stayed unchanged, which is great for us, but for new customers there is now a monthly fee unless you spend a certain amount of money. For us that means the new plan is undesirable, as the monthly fee would be higher than our usage.
